Can't Unlock the Vehicle Upgrade Console in Subnautica
The Vehicle Upgrade Console is a data-box blueprint that can only be built inside a Moonpool. It is a separate unlock from the Modification Station.

Find and open a Vehicle Upgrade Console data box in a Dunes, Grassy Plateaus, Northwestern Mushroom Forest, or Sparse Reef wreck, then place the console on a Moonpool side panel with the Habitat Builder.

The console is not unlocked by scanning Modification Station fragments. You need its own data box, and the finished console cannot be placed in a normal Multipurpose Room or directly on the seafloor.
UNLOCK CHECKLIST
- Find and open the Vehicle Upgrade Console Data Box
- Build a Moonpool below water
- Place the console on a Moonpool side panel with the Habitat Builder
