Can't Find Power Cells in Subnautica
Power Cells are crafted electronics, not a normal seabed resource. If a vehicle is empty, solve the Battery prerequisite at the Fabricator instead of searching the ocean floor.

Craft a Power Cell at the Fabricator after you have crafted a Battery. Each Power Cell uses two Batteries and is mainly used to power vehicles; it is not found as a loose ore node.
