Can't Unlock the Beacon in Subnautica
The Beacon is a two-fragment navigation tool that turns unexplored entrances into named waypoints. Its early fragments are found in Safe Shallows small wrecks and other listed wreck routes.

Scan two Beacon fragments in small wrecks and wreck routes around the Safe Shallows. Once the blueprint completes, craft the Beacon at the Fabricator and deploy it to mark caves, biomes, or bases.

The Beacon unlocks from its own two-fragment set. A PDA marker or vehicle signal is not a Beacon fragment, and a partial scan does not complete the blueprint.
