Can't Find Copper in Subnautica
Copper is an early electronics bottleneck, but it is usually inside Limestone Outcrops rather than lying loose on the seafloor. Check the starter biomes and open several outcrops.

Scan the rounded Limestone Outcrops on cave floors and walls; each outcrop can yield Copper or Titanium, so open more than one.

Start with the Safe Shallows and Kelp Forest caves near Lifepod 5. Once you need bulk Copper, the official resource page lists large deposits in later biomes such as the Mushroom Forest and Blood Kelp Trench.
