Can't Find Titanium Ingots in Subnautica
Titanium Ingot is a condensed crafting material, not a loose seabed pickup. The usual blocker is having the raw Titanium but not converting ten pieces at the Fabricator.

Collect ten Titanium, then craft one Titanium Ingot in the Fabricator. There is no separate wreck or biome where finished Titanium Ingots spawn, and an ingot cannot be converted back into individual Titanium pieces.
